William E. Boden, Investigator

Mr. Boden joined CIC in 1995 as a retired Sergeant with the Perrysburg Police Department for over twenty-two years. Additionally Boden served as the Commander of Private Security Training for Stautzenberger College. Boden holds a Bachelor’s Degree in Criminal Justice from the University of Toledo and has received extensive training in accident investigation reconstruction from Northwestern University, the University of South Florida and the Ohio State Highway Patrol Academy.
Randy Emans, Investigator

Mr. Emans joined CIC in 2007 as an investigator and brings 30 years of experience. Mr. Emans started at the Wood County Sheriffs Office in 1979 and retired as a Detective Sgt. in 2007 after 28 years of service. Mr. Emans spent 18 years in the Detective Division. While in the Detective Division Emans was assigned to numerous local, state and Federal Task Forces. He spent many years working drug investigations including supervising a 6 county narcotics task force. Mr. Emans also spent 4 years assigned full-time to the FBI Joint Terrorism Task Force. Mr. Emans has an Associate Degree from Owens College and has attended numerous law enforcement seminars along with continuing educational classes through out the United States.
Devin T. Howard, Investigator

Mr. Howard began working for Corporate Intelligence Consultants in 2007. Since then, Mr. Howard has conducted numerous surveillance investigations pertaining to worker’s compensation fraud, sick leave abuse, theft, and others. Mr. Howard has earned his Associate’s Degree in Law Enforcement, as well as his peace officer certification through Owens Community College and is currently working on his Bachelor’s Degree in Criminal Justice Administration through Tiffin University. Mr. Howard is currently a full time Police Officer and has been involved in law enforcement since 2006.
